Severe weather policy
Level 1 open. 
Level 2 or 3 closed. 
If level 1 goes to a 2 or 3 bartender is to close immediately.
If level 2 or 3 goes to a level 1 depending on the time we
may or may not open. Decision will be made if that happens.
